Business Opportunities with the NBC
As part of the transition to the Department of the Interior’s enterprise-wide Financial and Business Management System (FBMS), the National Business Center (NBC) is now using FedConnect as a communications portal with vendors, contractors, and partners. FedConnect is an online marketplace, managed and maintained by Compusearch Software Systems, Inc., where federal agencies post opportunities and make awards via the web. Any vendor can view postings without registering, but registered users may submit inquiries electronically through this site.
FedConnect has replaced IDEAS-EC, the previous online source of business opportunities used by the NBC. IDEAS-EC, however, is still operational and being used to publicize business opportunities with the DOI organizations – National Park Service (NPS), Bureau of Indian Affairs (BIA), and Bureau of Reclamation (BOR) – that have not migrated yet to the Department of the Interior’s enterprise-wide Financial and Business Management System (FBMS).
The Federal Business Opportunities website (FedBizOpps) is mandated by the Federal Acquisition Regulations (FAR) as the single government point-of-entry for Federal procurement opportunities over $25,000. Therefore, it is recommended that vendors register in FedBizOpps to receive notices based on a specific North American Industry Classification System Code (NAICS).
Similar to IDEAS-EC, FedConnect complements the functionality of the viewing capability of FedBizOpps by adding the bi-directional communication to all three phases, pre-award, award, and post-award. Offerors can review postings and electronically acknowledge receipt, register for future notifications, and create and submit responses (quotes, bids, proposals, etc.). Throughout the process, agencies and offerors can use the Message Center, available in both FBMS and FedConnect to send email style messages, including attachments, back and forth through the secure FedConnect portal. All of these interactions and transactions between the agency and the offerors are captured as part of the permanent electronic acquisition record.
Please note that task orders and delivery orders placed under GSA Federal Supply Schedule contracts will be posted on GSA e-Buy in accordance with internal policy. Therefore, it is also recommended that GSA schedule holders register on e-Buy to receive notices that only schedule holders can view.
