OMB Circular A-45 allows existing federal tenants a reprieve when rents increase by +25% or more in a given year. Eligible tenants pay one-fourth of the increase in March 2010; half of the increase in June; three-fourths of the increase in September; and the full increase (the full new 2010 rent) in December. These four increments are normally computed by QMIS. However, DOI's "Housing Management Handbook" (400 DM Chapter 3), revised in April 2008, also allows this accommodation when rents increase by +$100 or more per month (+$46.15 or more biweekly.) QMIS only computes the increments at the +25% level, so when rents increase by +$100 or more -- but not +25% -- housing officers will need to compute the four payroll deduction increments manually.
