The NBC NEWS Quarterly

Through various venues, our customers have told us that they want more communication from the NBC. “Tell us what’s going on”, is the message we have received through the customer survey and feedback from the Solutions 2007 customer meeting. As a response to those requests, the NBC has initiated the NBC NEWS Quarterly electronic newsletter as a communication tool for our valued customers, our trading partners and our employees. The first addition of the NBC NEWS Quarterly contains articles from three of our Directorates: Financial Management, Human Resources, and Acquisition Services. Future editions will contain news from our other five Directorates.

USAF Headquarters AMC and Interior’s NBC Sign MOU to Share Air Carrier’s Safety Information

Aviation Management Directorate (AMD) recently signed a Memorandum of Understanding with the United States Air Force Headquarters Air Mobility Command (AMC) Commercial Airlift Division. Through this MOU the “As the primary oversight agencies, this MOU affords AMD and AMC the opportunity to partner in the supervision of common vendors, and to share safety inspection and audit reports, as well as expertise in organizational processes and operations” Doug Bourgeois,  Director,  National Business Centeragencies agree to cooperate, exchange and share commercial aviation safety information and expertise that are beneficial to the successful aviation mission accomplishment of both agencies. Both the AMD and AMC, provide safety oversight to commercial aircraft and pilots contracted to furnish airlift services to DOD, DOI and AMD government client organizations. The MOU presents a formal agreement for both agencies to share the information and expertise necessary in furthering the provision of safe, efficient and cost-effective commercial aviation resources to government agencies. DOI’s National Business Center to Become DOL’s Human Resources LOB Shared Service Center Provider

National Business Center announced that it has been selected as the Department of Labor’s Human Resources Line of Business Shared Service Center Provider. DOL selected NBC through an open and competitive “NBC’s vision is to be the preferred Shared Service Center for administrative services. We take pride in providing outstanding services and support to our clients and look forward to our partnership with DOL” Douglas J. Bourgeois, Director, National Business Centerprocess which included both Federal and private sector organizations.

The selection made on August 17, 2007, calls for NBC to provide HR shared services for DOL’s 15,500 employees assigned to a number of offices and agencies nationwide. NBC will provide human resource core services for payroll operations and Human Resources Information Systems (HRIS) through its in-house state-of-the-art Federal Personnel Payroll System (FPPS). In addition to the core services, NBC will provide Labor with data warehouse reporting and query tools through its DataMart, including migration of historical data, and other auxiliary DOL systems.

DOI's National Business Center Moves to Enhance Aviation Safety in Alaska

NBC's Aviation Management Directorate Joins the Alaska Medallion Foundation
In a June 12, 2007 signing ceremony, at its Alaska Regional Office in Anchorage, the Department of the Interior National Business Center’s (NBC) Aviation Management Directorate (AMD) joined the Alaska Medallion Foundation for the purpose of improving the Department’s flight safety “NBC’s relationship with the Medallion Foundation is an important addition to our overall aviation safety program.  We are committed to seek the best, safest, and most efficient processes and methods to improve the way we do our business. AMD’s bottom line business is Safety.” Douglas J. Bourgeois, Director, National Business Centerprogram and to support further reductions in the overall aviation accident rate in Alaska.

By joining the Foundation, AMD becomes the first Federal entity to become an Active Shield and Star Participant. AMD has agreed to start the Shield Program by pursuing the CFIT star program with the goal of improving flight safety training through the use of Medallion’s PC based ATD flight simulators. These simulators are unique in that they house databases which contain and reproduce the ground terrain and flight conditions that pilots encounter across the diverse Alaska air space.

Interior and OPM Sign MOU for EHRI Hosting

DOI's National Business Center to Provide Enterprise Human Resources Integration (EHRI) Data Warehouse Support
The Department of the Interior's (DOI) National Business Center (NBC) and the Office of Personnel Management (OPM) announce the signing of a “The NBC is pleased to support the hosting of the EHRI Data Warehouse. With the NBC hosting the Electronic Official Personnel Folder system and the EHRI Data Warehouse in geographically separated data centers under NBC control, it allows OPM to meet HSPD-7 requirements for both applications.”	Douglas J. Bourgeois, Director, National Business Centermemorandum of understanding which establishes a long-term framework for the collaboration between the two agencies to provide hosting for the EHRI Data Warehouse solution. The MOU will support the goals and OPM's EHRI initiative by establishing a human resources (HR) data warehouse hosting solution in support of Federal agencies knowledge based management of human capital. The data warehouse will include business intelligence and forecasting tools that will facilitate strategic Federal workforce reporting and planning.

This MOU expands the service between the two agencies in support of the President's Management Agenda's e-Government initiative. The NBC presently hosts OPM's electronic Official Personnel Folder (eOPF) application. The plan is for the NBC to host the EHRI data warehouse in the Washington DC area while the eOPF application is hosted in the Denver metropolitan area. This geographically separated arrangement will also afford redundant disaster recovery for both applications in support of HSPD-7, Critical Infrastructure Identification, Prioritization and Protection. Implementation is expected during the first quarter of FY2008.

The Office of Personnel Management, headquartered in Washington, DC, is an Independent Agency of the Federal Government whose mission is to ensure the Federal Government has an effective civilian workforce. It is one of the principal agencies of the Executive Office.

The Results Are In

The NBC contracted with an independent marketing research firm to conduct an enterprise-wide customer satisfaction survey of customers nationwide. The results provided assessments on the level of satisfaction of NBC customers and overall quality of service provided, as well as opportunities for improvements.
