e-Payroll Initiative Successfully Accomplished

On October 16, 2005, the Federal Aviation Administration (FAA) went live on the National Business Center's (NBC) Federal Personnel Payroll System (FPPS) and payroll operations environment. This event brought to a close the 3-year-long planning and implementation portion of the e-Payroll Initiative, a component of President Bush's Management Agenda.

Under e-Payroll, the Office of Personnel Management assigned four agencies to the NBC for migration to its payroll environment. Those agencies were the Nuclear Regulatory Commission, the National Science Foundation, the National Aeronautics and Space Administration, and the Department of Transportation (DOT), which was the largest organization with close to 54,000 employees. Because of its size, the DOT was split into two parts: the FAA and non-FAA. With the successful implementation of the FAA, all four agencies have been migrated to the FPPS, making the NBC the first major payroll provider to complete the e-Payroll Initiative.

Although the migration responsibilities under the e-Payroll Initiative are complete, the NBC will continue their efforts to find new and better ways, such as the new HR Line of Business Shared Service Center, to support the administrative needs of Federal clients. (November 2005)

Award of "Green Roof" Demonstration Project for the Main Interior Building (MIB).

After several years of effort and through resourceful financing, the National Business Center, with assistance from the Office of Environmental Policy and Compliance, Environmental Protection Agency and the General Services Administration, has awarded a contract to Roofscapes, Inc., a company recognized as one of the leading independent green roof design and installation firms in North America. The scope of work includes installation of a green roof on 2nd wing west of the MIB. A component of the pilot will measure and evaluate the design, installation methodology, maintenance requirements, and cost-effectiveness of this technology. In addition, there will be a two year comprehensive monitoring program of the green roof system which includes continuous monitoring of rainfall, storm water run-off, and temperatures. A contract option under consideration includes the design and installation of a green roof using a different technology on 3rd wing east, MIB. (November 2005)

Effective October 2, 2005, GovWorks moved under the Department of the Interior's National Business Center. Same agency, new home. Over the coming year we will merge all acquisition operations under one Line of Business. The Interior Department's National Business Center offers a full range of administrative services to federal agencies, in addition to managing acquisitions and Federal Assistance. The business-like operating principles of GovWorks will continue in the new organization. Our clients and vendors will receive dedication to outstanding service as we merge and expand our capabilities.

This move combines the acquisition services of these two organizations into a single Federal Acquisition Center of Excellence. The goal is to carry on the GovWorks' and the National Business Center's tradition of providing quality procurement services within an expanded, cohesive business group to achieve cost effective, consistent acquisition support for federal agencies. Interior's National Business Center Is Selected as an HR Shared Service Center

The Office of Personnel Management (OPM) announced on August 23, 2005, that the Interior Department's National Business Center (NBC) has been selected as one of five Federal Human Resources (HR) Shared Service Centers (SSC). Doug Bourgeois, Director of the NBC, proudly commented, "We are eager to be given this opportunity to build on our cross-servicing experience and our commitment to excellence to help Federal agencies improve HR services and reduce costs to the tax payer." The NBC has been a shared service center for Federal agencies for over 25 years and provides all of the initial "core" HR services required by the OPM, which include personnel action processing, payroll, benefits administration, time and attendance reporting options, and labor cost reporting. The OPM's intention in establishing the SSCs is to further consolidate HR functions in a timely, efficient, and cost-effective manner. The NBC also has a strategy for evolving its world-class HR systems and services offerings well beyond that core, to the full range of HR functions envisioned by the OPM.

DOIU Managed Intern Program News

The Governmentwide Acquisition Management Intern Program Graduation Ceremony for the Class of 2003 was held on Friday, August 5, in the auditorium of the Main Interior Building. The ceremony was highlighted by remarks from Joseph A. Neurauter, the Director of Acquisition Integrity and Suspension at the General Services Administration. Mr. Neurauter spoke about some of the many opportunities that are available within the procurement field and imparted insight to the graduates about the importance of cultivating relationships and the privilege of working for the federal government. The ceremony was followed by a reception in the South Penthouse of the Main Interior Building. On Monday, August 8, the eight program graduates started their positions as Contract Specialists in their new positions at the Department of Health and Human Services, the Department of Commerce, the Department of the Interior-Minerals Management Service, the Environmental Protection Agency, and the Federal Bureau of Prisons. The Class of 2005 is the largest to date with 15 interns. This Class began on July 12, 2005.

The Financial Management Career Intern Program Graduation Ceremony for the Class of 2003 was held Thursday, August 11, in the South Penthouse at 10:00 a.m. The ceremony highlighted the renaming of this program to the R. Schuyler Lesher Financial Management Career Intern Program, through a memo signed by Deputy Assistant Secretary Nina Hatfield and approved by Assistant Secretary Lynn Scarlett in June. Eleven interns graduated and a reception followed in the South Penthouse. The Department recently welcomed six interns to the Class of 2005. All interns have entered on duty in their respective bureaus. The class will be attending Orientation on August 22.

Telephone interviews for the Office of the Secretary Management Intern Program were conducted last week. Eleven candidates were selected for in-person interviews; of these, five will be selected for the Class of 2005 and enter on duty for Orientation September 19, 2005.

NBC Customers Have Reasons to Celebrate

At least three customers of the NBC Financial Systems and Accounting Operations Divisions have two additional reasons to celebrate the New Year. They submitted their annual financial statements in time to meet the accelerated November 15th deadline imposed by OMB, and they also received clean audit opinions on those statements.

These three customers are: Department of Commerce International Trade Administration, the Trade and Development Agency, and the Equal Employment Opportunity Commission. There are most likely other NBC customers who experienced similar results.

This is but another example of how the NBC, through its cross-servicing agreements, helps Federal agencies meet their back office administrative requirements, in an effective and efficient manner; while allowing those agencies to concentrate on their mission objectives. (January 2005)
