Payroll Operations Services

The NBC Payroll Operations Division (POD) provides consolidated payroll operations for the Department of the Interior (DOI) and many non-DOI agencies. The Payroll Operations Division recognizes the unique requirements of our smaller agencies, and believes they would benefit greatly from the following offerings:

Small Agency Payroll Audit/Internal Control Assistance

All agencies, regardless of their size must provide complete and well-articulated responses to questions raised by auditors. Typically, a small agency with its limited resources is just not able to provide detailed responses to questions raised by auditors about the payroll system and process. In addition, auditors frequently request data that is not readily available to casual users of FPPS or the Datamart. NBC can help by assisting the customer agency in complying with auditors requests and participate with the customer in meeting other internal control review requirements.

The Payroll Operations Division can assist the customer in gathering data and providing responses to questions raised by auditors in the following areas:

• Providing queries of prior period labor cost data
• Providing queries from POD’s internal audit files
• Providing duplicate Leave and Earnings Statements for audit review
• Providing historical data
• Participating in meetings/conference calls with an agency’s auditors to explain the data, the payroll process, and calculation methods
• Reviewing or providing input to an agency’s A123 documents

Quicktime Administration

Employee self –reporting of time and attendance is one of the advantages of the NBC’s Quicktime system. The federal government continues to seek efficiencies by reducing staff dedicated to administrative support. Agencies that rely on NBC to perform Quicktime administrative tasks free up resources that they can then use to support their primary mission.

Perform Quicktime administration for agencies including:

• Maintain primary and alternate timekeepers and certifiers
• Establish new employees in Quicktime and establish initial profile
• Assign employees to timekeepers and certifiers
• Add valid account codes
• Reset expired passwords
• Coordinate with timekeepers to track down missing timesheets
• Lock and release amendments and timesheets to FPPS
• Update employee profiles
• Send broadcast messages to timekeepers and alternate timekeepers
