About Our DirectorDoug Bourgeois
Douglas J. Bourgeois has served as the Director of the National Business Center since October, 1, 2004. Employing more than 1,800 employees and contractors in 24 States, the NBC provides business management services in the areas of payroll, human resources, financial management, information technology, contract management, management consulting, and other business areas. Under his leadership, the NBC was competitively selected to be a shared services provider of payroll, human resources, financial management, and information technology services for the Federal government. Through his commitment to service excellence, the NBC earned notable achievements including: ISO 9001 Certification and service level achievement rates of 97% across major service lines. Through his commitment to service and innovation, the NBC has strengthened its hard earned reputation for commitment to customer service. Prior to joining Interior, Mr. Bourgeois served as the Chief Information Officer at the United States Patent and Trademark Office (USPTO) from May 2001 through September 2004. He was the principal advisor to the Commissioner and Under Secretary of Commerce for Intellectual Property on the application of information technology to support and improve USPTO business processes. Mr. Bourgeois led the successful migration of the USPTO to electronic government operations. Accomplishments which earned Mr. Bourgeois distinction at USPTO include the migration of the Patent examination process to an online environment, providing Internet access for the public to published Patent applications under review, eliminating 25 million paper copies of granted Patents due to electronic availability, technology support of an award winning telework program, and achieving an electronic filing rate that consistently exceeded 95%. From 1994 to 2001, Mr. Bourgeois was the Managing Director of Customer Service Technology for Federal Express Corporation where he was responsible for the successful 1-800-GoFedEx telephone network, all interactive telephone based applications used by FedEx customers to track packages and schedule pickups, as well as all systems used by FedEx Call Center employees world-wide. |
