Q.

Is the NBC a Human Resources (HR) Shared Service Center (SSC)?

A.

Yes, the NBC is both an E-Payroll provider and a Federal Shared Service Center for the Human Resources Line of Business (HRLOB). Selected by the OPM and the OMB, the purpose of the ePayroll initiative and the HRLOB is to create government-wide, modern, cost-effective, standardized and interoperable HR solutions to support the strategic management of human capital.

The NBC offers all of the core services (personnel action processing, time and attendance, payroll processing, labor cost distribution, benefits processing and workforce analytics) outlined by OPM’s short-term CONOPS and is aggressively moving forward to achieve OPM’s full future-state plan.

The NBC’s vision goes beyond OPM’s long-term goals to true integration of all HR systems and functionality. The NBC’s strategy is to integrate best-of-breed software in each of the identified OPM BRM HR sub-functions. A prime example of our forward thinking in the broad scope of human resources functionality is our new Secure On-and-Off Boarding and Access Management System (SOAMS) initiative. The vision of SOAMS is to create a single integrated, secure, and automated On-Boarding solution that will cover new hire government employees, agency affiliates, and contractors starting work at federal agencies. This solution will include a system and processes to support those activities in an automated manner, such as notification to ensure that employees have the necessary equipment to be productive on day-one.

The realization of this vision will free the NBC clients to concentrate on their core mission, thus providing significant cost savings to them and to the Federal government overall.

Q.

What is FPPS?

A.

The NBC’s Federal Personnel & Payroll System (FPPS) is the most comprehensive personnel and payroll system available in the federal government. FPPS is mainframe-based, portable, on-line, and customer-driven, creating and generating the full life cycle of personnel and payroll transactions and enabling agencies to maintain records electronically. Certain aspects of security can be controlled by the customer and are flexible enough to support most business processes. FPPS is the only Federal integrated personnel and payroll system. It is user friendly, with point and click screens, supports real-time updates and edits of employee personnel and payroll data clearly enhances the timeliness and accuracy of agency personnel and pay actions. The system’s table-driven features allow for responsiveness and flexibility in implementing new programs, laws, and regulations; and for addressing client-specific pay plans and processes. FPPS meets or exceeds all government requirements and federal payroll guidelines. FPPS handles all current regulations including specialized pay, garnishments, special appointment programs, and more.

A major feature of FPPS that substantially improves the personnel and payroll product is its capability for users to process retroactive personnel and T&A actions. The system automatically generates corrections to intervening personnel transactions, as well as triggers automated retroactive pay adjustments for up to 26 pay periods. Managers may initiate personnel actions from their desktop. The actions may be routed to any configuration that an agency requires for approval and/or concurrence. Customers are also provided many value-added features that reduce a client’s workload, such as an extensive system “tickler” capability for upcoming actions. FPPS accommodates numerous unique regulatory pay requirements.

FPPS was developed by the NBC using sophisticated database technology, fourth-generation language, structured development methodology, and computer-aided software engineering tools for robust performance and ease of maintenance. FPPS is a highly sophisticated and comprehensive database management system providing an extensive array of HR and payroll automation support within its core, including requirements prescribed by client agencies, the NBC’s centralized Payroll Operations Division (POD), and the OPM. NBC provides a Web-enabled presentation of FPPS, referred to as WebFPPS. Using a Web browser allows system access and provides the capability to perform personnel and payroll tasks. The WebFPPS application supports Requesting Office, Time and Attendance (T&A) input, Servicing Personnel Office, Security, T&A Maintenance, and Pay Maintenance commands for Federal employees and Emergency Workers (Casuals).

All data is defined in a single database which eliminates redundancy and multiple update routines. The single database concept also provides for ease of maintenance and ensures data integrity. Security is controlled by the customer and is sufficiently flexible to support all business processes. The system is table-driven to facilitate real-time data updates and maintenance. Many of these tables are on-line for customer use. FPPS also offers all required electronic interfaces with the U.S. Treasury, OPM, National Finance Center (NFC), and various accounting systems.

FPPS fulfills the requirements and specifications established by the Paperwork Reduction Act, the President’s Council on Management Improvement for Federal Automated systems, Government Accounting Office (GAO), OMB, and Financial Systems Integration Office (FSIO) (formerly JFMIP). It also satisfies initiatives of the National Partnership for Reinventing Government.

Q.

How long has the NBC been providing financial services to government agencies?

A.

The Department of Interior (DOI) purchased licenses for the American Management System’s Federal Financial System (FFS) in 1987. Subsequently, the Washington Administrative Service Center (WASC) and the Denver Administrative Service Center (DASC) implemented the system throughout the DOI bureaus. The WASC and DASC were internal service centers of the Department of Interior at bureau level. Starting in 1988, the WASC extended its support to non-DOI Federal agencies in the implementation and operation of FFS via cross-servicing agreements. FFS has been successfully implemented for production use in over 40 Federal agencies which currently use FFS as their accounting system of record.

In 1999 the WASC began implementing CGI Federal’s (formerly American Management System) Momentum Financials in non-DOI Federal agencies.

In 1999, the WASC and the DASC were merged to form the National Business Center (NBC).

In 2003, the NBC began offering Oracle Federal Financials to non-DOI customers.

Therefore, the answer to this question is that the NBC, a result of the merged DOI service centers, has been providing financial services to government agencies for 21 years.

Does the NBC have services that can be used by the vendor community interested in doing business with participating Federal agencies, and how does AQD provide "open market solicitations"?

A.

In 1998, the NBC created a web site to provide government procurement offices with the tools necessary to interact with the vendor community. The web site is http://ideasec.nbc.gov/.

Business Opportunities is a complete Internet solution that allows vendors to search our web site for any Request for Quotations (RFQs) and Requests for Proposals/Invitations for Bids (RFP/IFB) that are currently posted. Vendors may search all available documents or complete a selected search. A selected search includes some or all of the following options:

  • Agency Name
  • Document Number
  • Product Service Code (PSC)
  • North American Industrial Classification Code (NAICS)
  • Issue Date
  • DUNS number (If a document has been directed to a particular vendor)

All actions posted on the NBC Business Opportunities web site seamlessly link to GSA's Federal Business Opportunities (FedBizOpps) web site. All vendors must be registered on Central Contractor Register (CCR) in order to respond to a RFQ.

The IDEAS-EC web site has FAQs that can assist vendors on the registration process. Contact the Help Desk staff by email at (ec_helpdesk@nbc.gov) or call them at (703) 390-6707.

The Acquisition Services Directorate website provides open market solicitations that are managed by our contracting team, as posted on FedBizOpps.  In addition vendors can register to receive AQD solicitations alerts through the website. Vendors provide their email address and are  informed of new solicitations, once registered.  For information on AQD please visit www.aqd.nbc.gov
