FedBizOpps
FedBizOpps.gov is the single government point-of-entry (GPE) for Federal government procurement opportunities over $25,000. Government buyers are able to publicize their business opportunities by posting information directly to FedBizOpps via the Internet. Through one portal - FedBizOpps (FBO) - commercial vendors seeking Federal markets for their products and services can search, monitor and retrieve opportunities solicited by the entire Federal contracting community. CCR
Presently, CCR is the primary vendor database for the Departments of Defense, Transportation, and Treasury, and the National Aeronautical and Space Administration (NASA). Current and potential government vendors are required to register in CCR in order to be awarded contracts by these agencies. The CCR validates vendor information and electronically shares the secure and encrypted data with the federal agencies' finance offices to facilitate paperless payments through electronic funds transfer (EFT). Additionally, CCR shares the data with government procurement and electronic business systems. By fall, 2003, vendor payments for all Federal agencies will be made on the basis of EFT information contained in CCR. In short, all firms doing business with the Federal government will have to be registered in CCR in order to be paid. Registration can be done at the web site http://www.ccr.gov. Use of CCR will eliminate the need for a separate SF 129, Solicitation Mailing List Application. In coming months there will be changes proposed to the Federal Acquisition Regulations to implement this requirement.

BPN
The Business Partner Network (BPN) is envisioned to be the government's single portal for payment and procurement information. A vendor will need to go to a single web site to register their business information and update that information on an annual basis. The vendor data that will be collected and stored in the CCR Database will then be re-used by applications such as Past Performance Information Retrieval System (PPIRS), Small Business Administration's PRO-Net and Online Representations and Certifications Application (ORCA).

CPS
FAR 42.15, Contractor Performance Information, provides policies and establishes responsibilities for recording and maintaining contractor performance information. FAR 42.1502(a) requires agencies to prepare an evaluation of contractor performance for each contract in excess of $100,000 at the time the work under the contract is completed. FAR 2.101 defines a contract to include Purchase Orders, however, performance information is not required to be completed on acquisitions from Federal Prison Industries or Acquisitions from nonprofit agencies employing people who are blind or disabled. Interim evaluations are to be prepared when performance exceeds one year.
To meet this requirement, early in 2001 the Department of Interior subscribed to the National Institute of Health (NIH) Contractor Performance System (CPS). CPS is an Internet based system for capturing, maintaining, and disseminating contractor performance evaluations for Federal departments/agencies.

PPIRS
FAR 15.3-Source Selection prescribes policies and procedures for selection of a source or sources in competitive negotiated acquisitions. FAR 15.304(c)(3)(i) requires past performance to be evaluated in all source selections for negotiated competitive acquisitions expected to exceed $100,000. In July 2002 the Office of Federal Procurement Policy (OFPP) announced a web-based database named the Past Performance Information Retrieval System (PPIRS-pronounced 'peepers'). PPIRS reports as well as other past performance best practices gives the Contracting Officer more information that can be utilized to meet the requirements of FAR 15.304(c)(3)(i).
Contractors may obtain access to their own data that is stored in PPIRS. Access is individually requested on the PPIRS web site http://www.ppirs.gov.

BEDP
The National Business Center (NBC) is a component of the U.S. Department of the Interior and serves as a franchise for administrative systems for budget, procurement and contracts, personnel management, finance and accounting, and other general administrative services.
To accomplish its program activities, the NBC purchases a wide range of products and services.
